Local Commissioning and Procurement Unit

NAVCA's Local Commissioning and Procurement Unit (LCPU) was set up in 2008 as a direct result of requests from NAVCA members who needed help and support with the commissioning agenda.

Read our "Need help with commissioning and procurement?" leaflet for more information about the Unit.

Our enquiry line is open to enquiries on commissioning and procurement from workers in third sector Local Infrastructure Organisations (LIOs).

Enquiries to date have ranged from 'what is commissioning?' to information on new EU procurement regulations.

If you are struggling with providing support to a front line organisation or wondering what something means, get in touch and we will point you in the right direction.

This is a general commissioning and procurement service. We are however not able to provide legal opinion and therefore sometimes you may also need to seek advice from legal professionals.

 

Tender Support in the Humber area

The nationwide NAVCA Tender Support Project is part of NAVCA's Local commissioning and procurement programme.

Voluntary Action North east lincolnshire (VANEL) has been asked to promote the project in the Humber region.

The NAVCA Tender Support Project project offers one to one help from a consultant to help with writing a tender submission.

The support is available to third sector organisations who have failed to secure a public contract or are new to procurement. The NAVCA programme will help the group to obtain external consultancy support and will pay a contribution towards this support.

VANEL are aware that this is a very specific support offering and it will not be right for everyone. It's not available to help with grant applications or other funding routes - just public contract procurement and just for organisations who are new to this or have had problems.

The NAVCA Tender Support Project

The NAVCA Tender Support Project provides one-to-one specialist support to help prepare local social enterprises, voluntary organisations and community groups for contracting or producing high-quality tender submissions to deliver public services. The project can help you to improve the quality of your tenders and your chances of being successful.

What are the benefits?

The project provides you with one day (eight hours) of consultancy, worth £500, to help you prepare for contracting, or prepare a good quality tender submission. The cost for this all this help is just £50.

The support can be used flexibly according to your needs, and could include:
• Assessment of your readiness for tendering
• Understanding tender requirements
• Guidance and advice on how to approach tenders
• Assessment of policies, systems and procedures for tendering
• Assessing tender suitability
• Checking pre-qualification questionnaires
• Reviewing and improving draft tender submissions
• Preparing for interviews/presentation with a tender evaluation panel

You can choose the consultant you want to work with from an approved list of high-quality specialist consultants.

Who is eligible?

The Tender Support Project is available to all local third sector organisations.
