Yorkshire and Humber ERDF Programme 2007-13 - an update

The Local Management Committee of the Yorkshire and Humber European Regional Development Fund programme has today agreed to a strategic pause being implemented with immediate effect in the Programme's acceptance of new applications for funding.
This pause only affects new applications and it is business as usual for applications already received by the local ERDF Team. The pause will remain in place until the beginning of April 2012 when a revised Prospectus and Call for Projects will be published.
The pause takes into account movements in the exchange rate between the Euro and Sterling reducing the amount the Programme has to invest, the significant number of applications received since the summer and the need to carefully review performance in terms of outputs and results contracted and delivered.
The Committee mandated the local ERDF Team to complete a thorough review of all the Programme's commitments in order to establish as clear a picture as possible of the amount of ERDF investment that remains available to invest across its five priorities.
The review is also looking at all the projects that are currently under contract, examining both their expenditure performance and output delivery against forecast and seeking to establish realistic forecasts going forward.
All the project applications currently submitted will continue to be reviewed. The review will inform:
- the level of resource available for investment up to 2013;
- where the Programme is deficient in its outputs and results, and:
- provide a focus for remaining investment so that the Programme does deliver the commitments in its Operational Programme.
Please note that applications coming forward for funding from Technical Assistance (Priority 5) will continue to be accepted through the strategic pause.
Yorkshire and Humber ERDF Operational Programme 2007-13 Mid-Term Impact Evaluation

Yorkshire & The Humber’s ERDF programme has invested over half of its resources in local projects by this mid-point in the programming period. Regeneris Consulting has undertaken an evaluation of the progress made to date and arranged a seminar and workshop to share their findings with partners and to discuss the way forward for the remainder of the programme.
The current call for proposals remains open until 31st December 2011 and the outcome of this workshop will contribute towards the development and shaping of the call and prospectus that runs from 1st January 2012. Any future calls will be shaped by the availability of resources in the particular programme priorities and by the gaps in deliverables that the programme is yet to contract for.
Looking forward, Priority 1 (Promoting Innovation and R&D) and Priority 2 (Stimulating & Supporting Successful Enterprise) are the priorities with the most uncommitted resource available. Both Priority 3 (Sustainable Communities) and Priority 4 (Economic Infrastructure – South Yorkshire only) are much more fully committed and it is likely that future calls will not seek further projects in these areas.
