Welcome to the Tendering Opportunities page of the Humber Learning Consortium (HLC) website. This page is designed to give you the information you need to help you successfully tender for contracts with the HLC.
The latest tendering opportunities for 3 SFA/YPLA/ESF NEETS - Hull Specifications open on 11th November 2011 with a closing date of 2nd December 2011 at 4pm. Two specifications relate to specific 14-16 provision we wish to commission in partnership with Hull City Council 'Smart Moves' and The Hull ESF NEET Steering Group, and one specification relates to specific post 16 provision the Hull ESF NEET Steering Group wish to commission. Successful notifications will be issued week commencing 12th December 2012. All queries relating to this tender should be addressed to office@hlc-vol.org. Applicants need to complete both the Tender Document and Funding Methodology Spreadsheet for each specification.

The National Audit Office has launched a new version of the Decision Support Tool, 'Successful Commissioning: How to secure value for money through better financial relationships with third sector organisations'. This is a vital resource for all NAVCA members. It is aimed at local commissioners, rather than central government, making it extremely useful for members. Crucially, it supports a continued role for grant funding.
National Audit Office Guidance on Public Sector Contracts
The NAO are also inviting people to email them if they want to be notified of subsequent updates to the guide, or want to make any comments on the guide or submit any practical examples.
Public and Regulatory Law Update
Unsuccessful bidders for public contracts gained new powers to challenge the award of contracts under new regulations that came into force in December 2009. See Page 16 of "Public and Regulatory Law Update" published by Bates, Wells and Braithwaite.
