Are EMA's available for participants?
Participants will be encouraged to apply for EMA. HLC will check EMA applications. We will confirm arrangements for a training allowance for those not eligible for EMA.
Can you tender for just one area of participants, i.e. young mums?
Yes, you can tender for what is appropriate to your organisation and delivery. This will be dependant on the activity required within the specification.
If we are one part of a partnership, do we have to list all people responsible for Health & Safety?
Yes, you need to list the person responsible in each organisation.
Can programmes start at different times?
Yes; again this will dependant on the requirements of the specification as well as when you feel it is right for the learners, but be sure you put an achievable start date in your tender.
Can we plan beyond March 2010?
No. There may be continuation funding from March 2010 to March 2011, but look at finishing this delivery in March 2010.
Will a Connexions Advisor be attached to a provider?
No, each individual participant will have a Personal Advisor from Connexions.
Can the same provider tender for both short and long term delivery?
Yes, but you will have to complete a tender application for each programme of delivery.
Can we enrol a participant who just comes in off the street, or with a friend?
Yes, but you will need to communicate with Connexions to ensure they are NEET and inform them of what they are doing to ensure we can keep up to date records of learners' activity.
If a young person completes a short learning opportunity, do they return to being a NEET?
The main aim of this project is to progress participants into further learning, training or employment so they are no longer NEET. If they do not progress into anything then yes, but hopefully they will have progressed onto something positive and so will not be classed as a NEET.
What is the minimum number of employed hours for a 16-19 year old progression?
They need to be working 16 hours per week to claim a progression into employment.
Can funds be used for wage subsidies?
When you put together your budget for the tender you can include staff costs, but they must only be for staff hours worked as appropriate for your particular contract.
If start date is September 2008, will targets be delayed?
Targets are already delayed, but we must still achieve all outputs as stated in the contract. We will agree realistic targets as part of your specific project delivery. All contracts must finish by 31 March 2010.
Can we use timesheets instead of registers?
No, it must be a register signed by the tutor and beneficiary. If you have electronic registers then a print out signed by a member of staff will be sufficient.
Can we use self declarations for evidence of progression?
No, the LSC have said progression evidence must be as originally stated.
