Prior to setting up the Humberside Learning Consortium a learning survey was completed to map out how the voluntary and community sector in the Humberside sub-region accessed learning, what were the barriers to accessing learning and, should the Consortium be set up, what should its priorities be. The survey was completed, in conjunction with our partners:

Workforce Strategy for the Further Education Sector in England, 2007-2012

Implementation Plan: Transforming the future FE Workforce to become a force for change.

During 2007-2008 Lifelong Learning UK (LLUK) continued to work closely with the wider Further Education (FE) sector to coordinate the development of a one-year Implementation Plan, a companion document to the first Workforce Strategy for the Further Education sector in England.

Within a context of transformation in the sector and the vision to ensure that the workforce becomes more responsive to the changing learning needs of young people, adults and employers, the Implementation Plan captures the actions and milestones committed by key stakeholders and partners during 2008-09 to contribute towards the achievement of outcomes anticipated by 2011. Both the Strategy and the Implementation Plan are intended to act as resources to support individual employers' strategic workforce planning. They are not static documents and will be reviewed and refreshed annually to reflect the policy drivers, regulatory issues and environmental factors which impact upon the sector.

Their intention is to guide the recruitment and retention of a responsive workforce that can meet the challenges and requirements of learners and employers focusing on upgrading skills, improving employability and ensuring equality and diversity is at the heart of it all.

The Geography of Poor Skills and Access to Work

Despite employment growth, high levels of worklessness persist for some people and in some places. Substantial investment has been made to raise the skills levels of those who are most disadvantaged and skills policy is being embedded in regional and local economic development strategies. This study analyses statistics from the 2001 Census on access to work for people with poor skills in the context of important changes in the industrial and occupational profile of employment and the location of jobs.

Individual Pathways in Participation

The Economic and Social Research Council has published 'Individual Pathways in Participation' following on from a seminar organised in collaboration with the National Council for Voluntary Organisations (NCVO). The booklet explores whether being involved in community activities - as a volunteer, member or beneficiary - can lead individuals to take part in decision-making structures and processes within the voluntary and community organisations as well as others including state institutions and public services. Improved Services to People with Learning Disabilities

The Department of Health has just published a report on financing improved services to people with learning disabilities. The report seeks to improve knowledge about the numbers and needs of people, uses of current financial expenditure, and the need for increased and more transparent expenditure in the future. Most of all, it emphasises the need for unity of thinking around strategic intent, funding allocations and performance review. The report is founded on principles of citizenship and social inclusion, the thrust of ‘Valuing People’, and is fully in line with the government’s new vision for adult social care. [070]

Promoting Volunteering in the Media

The Voluntary Action Media Unit (VAMU), the developers of www.askcharity.org.uk, have been working with the Institute for Volunteering Research and have just completed a new research report -Promoting Volunteering: Experiences of liasing with the media on volunteering issues. the research survey reveals some of the barriers facing organisations which work with the media trying to promote volunteering, as well as the successes some VIOs and VDAs are achieving with their media campaigns.

Skills for Communities - A NIACE Guide

This website accompanies a short guide for people working in and with communities. Together they will help you understand more about how literacy, language and numeracy issues may affect people you work with, the services you offer and what you and your organisation can do about it. The guide consists of a general section explaining some of the issues followed by brief specialist sections that put this in context for people in different agencies or settings. Governance Code for the Voluntary Sector

In recent years there has been a clear demand from voluntary and community organisations to set out the main principles of governance, clarify roles and responsibilities and provide guidance in ensuring effective decision-making and accountability. In response, a group of voluntary and community sector infrastructure associations and the Charity Commission began work in 2004 on a Code of Governance for the sector. The new Code is designed for all those involved in the governance of voluntary and community sector organisations, and particularly for trustees, and chief executives. Enquiry into Hull City Council's Funding Arrangements with the Voluntary Sector

This enquiry was undertaken in response to concerns about the level of funding support provided to organisations which apply for funding from the City Council. Training and Learning Opportunities for the Voluntary Sector in Humberside

An Evaluation of the Voluntary Sector Skills Brokerage Scheme run by Humberside Learning Consortium. This research aims to explore the broad topic of training and development for the voluntary sector within the Humber sub-region. More specifically, it aims to provide an indication of the impact of the Humberside Learning Consortium Skills Brokerage scheme on this section of the voluntary sector and to identify potential areas for improvement. Continuing with the Out to Lunch idea we are proud to present our second collecetd volume covering the financial year 2005/2006. "Out to Lunch" continues to target leading figures linked to the Humber area. You cannot get much more higher profile than The Most reverend Desmond Tutu, who is the Patron of the Wilberforce Institute for the Study of Slavery and Emancipation here in Hull. Nor can you hope for a better example of local boy made good in the rugby legend Johnny Whiteley who recently received his MBE from the Queen. "Out to Lunch" continues to give an impression of an informal chat in a relaxed atmosphere. As we hoped this feature is proving to be more than a passing interest to readers.
